QIN SHI HUANG dies during his royal tour of inspection. With false royal decree Minister CHIU KO and LEE SZE declare WU HOI to be the successor of the QIN Dynasty. WU HOI is a fatuous and muddleheaded Emperor, people have no means of livelihood under his sovereignty.
